Kazakhstan's financial watchdog uncovers hawala scheme behind cigarette smuggling

Kazakhstan's Financial Monitoring Agency reported that cigarette smuggling participants settled payments through hawala — an informal money transfer system based on trust between intermediaries in different countries, without bank transfers. Such a scheme leaves almost no documentary trail and makes tracking payments much harder.

For legitimate businesses this is a reason to double-check counterparties and settlement methods, especially with foreign trade partners: if part of a payment goes through 'familiar intermediaries' rather than a bank, a company risks being drawn into an opaque scheme without even realizing it. It's worth fixing in internal policy that all supplier settlements go strictly through official bank channels with supporting documents.

Regularly matching payments against contracts and invoices is a basic but underrated safeguard against this kind of risk.
