From August 20, tough measures against trade in unregistered smartphones take effect in Kazakhstan: fines up to 100 MCI, and for repeat violations — up to a ban on operations. The requirement is tied to the IMEI registration system: devices not entered into the database cannot legally be sold, and for the buyer such a handset risks being left without service.
The state's logic is clear: the gray phone market means unpaid taxes, no warranty for the consumer, and a sales channel for stolen devices. IMEI registration makes every handset traceable, and responsibility shifts from an abstract "market" to a specific seller with a specific fine.
Electronics retailers have a week or two left for dull but saving work: inventory the stock and confirm every device is registered; re-vet suppliers — "bargain" batches without registration now carry the risk not of a discount but of a closed store; write IMEI verification into the goods acceptance process so the problem is cut off at intake, not at the till.
