Kazakhstan's AI Law Has No Experts to Enforce It

We covered Kazakhstan's Digital Code on July 15, the first law in the region to bring together rules on data, platforms and artificial intelligence. Now lawyers have taken a closer look specifically at the AI articles: they set out principles of ethics, transparency, non-discrimination and keeping humans in control of AI systems.

The lawyers themselves point to the gap: the law describes how AI should behave, but offers no finished risk classification and doesn't specify who will actually check compliance in practice. The result is a legal framework without trained specialists or institutions to apply it — solid principles, but no working oversight mechanism yet.

Check who in your company signs off on decisions made with AI tools and who is accountable for reviewing them — regulators will eventually come to you, not to the algorithm's developer. Transparency starts with access control: in 1Cifer every role has its own agent with permissions drawn from the company structure, and approval history stays visible.
