Kazakhstan moves to AI-Native regions: AI descends from the national level to the local

Kazakhstan announced a transition to the AI-Native regions model: provinces should not merely receive digital services from the center but embed AI into regional governance themselves — from transport and utilities to education and business support. The "AI-Native" logic is set against catch-up digitalization: technology is designed into processes from the start rather than bolted on later.

For the country it is a way to avoid the familiar skew where innovation concentrates in two or three cities while regions wait their turn for years. For regional administrations — new responsibility and new competition: provinces will be compared on AI adoption speed the way they are compared on investment and roads.

For business in the regions this is a window of opportunity from two sides. As a supplier: regional programs will need local contractors — from connectivity and sensors to training akimat staff, and competition for these contracts is still lower than in the capital. As a consumer: digital services, data infrastructure and talent programs will start appearing closer to your production and your customers.
