Digital tenge stays with budget money: the National Bank named its conditions for going retail
National Bank chairman Timur Suleimenov explained the conditions under which the digital tenge would enter retail circulation. The regulator's position is pragmatic: cashless payments in Kazakhstan developed superbly without state involvement, so nobody intends to "push" the digital currency onto citizens. If sustained user demand emerges, the National Bank will issue the digital tenge for retail — but that is a market question, not a plan.
For now the digital tenge works where its properties deliver the most value — settlements involving state money. Traceability and programmability make the path of every budget tenge visible down to the final recipient: marked money cannot quietly drift into unintended spending. Some countries also trial digital currencies in retail as a form of electronic money, but Kazakhstan deliberately focused on the budget sphere.
Two takeaways for business. Everyday settlements, acquiring and transfers will not change in the near term — no need to prepare for a "mandatory digital tenge". But companies working with state contracts and subsidies should accept the new reality of traceability: the movement of budget funds is visible from the treasury to the contractor, and financial discipline turns from a wish into a mechanism. Getting your own books in order — including with AI tools — is best done before marked money arrives in your contract.
