The Finance Ministry will move health insurance funding to the digital tenge: programmable money enters public finance
Kazakhstan's Ministry of Finance announced moving the funding of the mandatory social health insurance system to the digital tenge. The technology's point is marking: the digital tenge lets budget money be "colored" and traced from the treasury to the final recipient — a clinic, a drug supplier, a contractor.
Choosing the health insurance fund as the proving ground is no accident: medical money passes through long chains of intermediaries, and disputes about where it "dissolves" have run for years. Marked money makes these chains transparent automatically — not through after-the-fact reports but by the payment's very construction. For the state it is a control instrument; for honest participants, protection from accusations and fast settlements without paper confirmations.
For businesses working with budget money — clinics, pharmacy chains, public sector suppliers and contractors — the trend is clear: settlements under state contracts will become transparent to the last tiyn, and the practice of "temporarily parking" budget funds will fade into history. The preparation is simple and useful regardless of the digital tenge: clean separate accounting by funding source and readiness to show the movement of every sum. For those whose books are in order, transparency pays — competitors running grey schemes will lose their price advantage.
