A QR code and one minute to present: Kazakhstan updated its digital document rules
Kazakhstan updated its rules for using digital documents. The key norms: a document is presented via a QR code from the official app, the code lives about a minute and regenerates at every presentation, and a screenshot or saved picture of a document has no legal force. The verifying party scans the code and receives the data directly from the state system.
The design logic is forgery protection: faking a live QR code with a one-minute lifespan is incomparably harder than faking a picture of an ID. For citizens this is convenience; for organizations, an obligation: document verification rules now include handling digital presentation, and "show the paper original" stops being a lawful answer where a digital document equals a paper one.
The practical step for a business in Kazakhstan: walk through every point where your staff check documents — reception, access control, goods handover, contract signing, age verification — and update the instructions. Personnel must know what a legitimate digital presentation looks like, how it differs from a screenshot, and which app reads it. That is half an hour of training — against the risk of either accepting a fake or unlawfully refusing a customer with a genuine digital document.
