AI HR Agent: How Hiring Runs Through hh.ru and enbek.kz Without Manual Routine
Hiring is not held together by interviews but by the routine around them: open every response, check the resume against the requirements, reply to the candidate, invite, decline, move to the next stage, and keep the vacancy on the Electronic Labour Exchange up to date. While HR does this by hand, strong candidates go to whoever answered first. The AI agent takes exactly this routine: hh.ru responses are reviewed by morning, replies to candidates are drafted, vacancies on enbek.kz are in order. HR approves and runs the interviews.

What a recruiter's day is made of, and which parts the agent takes
Look at hiring as a stream of events, each with someone who has to handle it:
| Event | Before | With the AI agent |
|---|---|---|
| New response on hh.ru | Open it, read the resume, compare with the requirements, decide | The agent reads the resume right away, checks it against the vacancy and tells HR: a match, a partial match or not, and why |
| Candidate message in the chat | Notice it, recall the context, reply | A draft reply that accounts for the vacancy and the conversation history; HR approves with one word |
| Invitation or rejection | Write to each one manually | The agent drafts the text and moves the response to the right stage after approval |
| Resume database search | Go through filters, skim dozens of profiles | The agent searches by the vacancy description and returns a short list with reasons |
| Vacancy on enbek.kz | A separate cabinet, a separate login, one more routine | The agent maintains vacancies and checks responses in the employer cabinet through 1Cifer Hub |
| Employment contract of a new hire | Enter the data into the contract registry on hr.enbek.kz by hand | The agent prepares the contract for registration; signing stays with you |
Not a single line on the right removes the recruiter. Each one removes a reason why a candidate waited three days for an answer.
A response reviewed in a minute
hh.ru notifies 1Cifer about every new response and every candidate message. The agent does not wait to be asked: it opens the resume, checks experience, skills, salary expectations and schedule against the vacancy requirements, and writes HR a short review. "12 responses to the accountant vacancy overnight: four are a full match, five fall short on 1C experience, three are looking for remote work, which the vacancy does not offer." Each matching candidate already has a draft interview invitation attached.
The review follows your vacancy, not general ideas about the profession. If the requirements say "Kazakh at business level" or "experience with electronic invoices", the agent checks exactly that and tells you where it found confirmation in the resume and where it did not.
Conversations with candidates
A candidate writes in the hh.ru chat in the evening: "When can we talk?" The agent sees the message, knows the vacancy and the stage of the response, and prepares a reply: it suggests a time from your calendar and reminds which documents to bring. In the morning HR sees the candidate's message and the ready reply next to it, approves, and the reply goes out. Invitations, rejections and moving a response to the next stage work the same way: the agent prepares, a person approves.

Candidate contacts from the hh.ru resume database are opened for a fee under your hh plan. The agent opens a contact only on a direct command and after approval, so the spend is your decision, not a side effect.
The department head searches too
A vacancy often closes faster when candidates are reviewed not only by HR but also by the future manager. In 1Cifer, one company can connect several hh.ru accounts: the HR department's account and the personal accounts of managers. The rights stay as they are in hh.ru: the agent sees exactly the vacancies and responses that the account owner sees. The head of sales connects their own account, and their agent reviews responses to their vacancies, while HR sees the company-wide picture and helps where needed.
The agent can also be assigned to the HR position without a specific person: then responses to the company's vacancies are reviewed even while the recruiter is on vacation, and the decisions are still made by the person the agent shows them to.
The Electronic Labour Exchange enbek.kz
Employers post vacancy information on the Electronic Labour Exchange, and for many companies it is a separate cabinet with a separate login that someone opens once a week. enbek.kz has no public API, so the agent works there the way a person does: through 1Cifer Hub on the HR computer it signs in to the employer cabinet via eGov, with the organization's digital signature or a QR code from a phone, and then maintains vacancies and reviews responses and resumes. On hr.enbek.kz it helps with employment contracts: it prepares a new hire's data for registration in the national contract registry, and signing the contract stays with you.

What the agent does not do without approval
- It does not message candidates on its own. Every message, invitation and rejection is shown to HR and waits for a "yes". Declined, and nothing went out.
- It does not spend money. Opening contacts from the resume database and paid hh.ru services happen only on a direct command and after approval.
- It does not publish or sign. Publishing a vacancy on enbek.kz and registering an employment contract go through approval; the digital signature is applied by a person.
- It does not exceed the account's rights. The agent sees in hh.ru and enbek.kz exactly what the owner of the connected account sees, and the access keys stay with your company.
This is the same control structure as in the other 1Cifer modules: more in the article about AI agents.
Where to start
- Connect hh.ru. In the 1Cifer integrations section, HR signs in to their hh.ru employer account and grants access. Five minutes, keys stay with the company.
- Turn on response review. The agent starts with the active vacancies and shows the first review the next morning.
- Approve for a week. The agent proposes replies and stage decisions, HR agrees or corrects, and sees where the agent is accurate and where it is still learning.
- Connect enbek.kz through 1Cifer Hub when you are ready: vacancies and responses on the labour exchange join the same picture.
FAQ
Will the AI agent replace the recruiter?
No. The agent takes the routine: reading resumes, checking them against requirements, drafting replies and moving responses through stages. The interview, the assessment of a person and the hiring decision stay with HR and the manager; they simply get the time for it.
Where is candidate data stored?
Where it was: in hh.ru and on enbek.kz. The agent reads resumes and responses with your account's access and does not export the candidate database. What stays in 1Cifer is the history of reviews and of the agent's exchange with HR.
Do I need a paid hh.ru plan?
A regular employer account is enough to work with responses to your vacancies. The resume database and opening contacts are paid under your hh.ru plan, and the agent uses them only on command.
How is it billed?
By tokens, like any request in 1Cifer: reviewing a response or drafting a reply to a candidate are small requests. Usage examples are on the pricing page.
