Marketplace seller fined 86,500 tenge — punished less for the product than for the silence

The trade and consumer protection department of Zhambyl region fined an individual entrepreneur selling through Kaspi 86,500 tenge. The story began with a laptop whose specifications did not match the listing. Instead of exchanging the product, the seller cancelled the order — and never answered the buyer's written complaint within the legal deadline.

The violations added up to three at once: misleading the consumer about product quality, failing to perform the exchange on time, and providing no written reply to the complaint. Tellingly, at least two of the three are procedural: had the seller offered an honest exchange and sent a timely reply, the case would almost certainly have ended with a single episode.

For anyone selling online in Kazakhstan the case yields a concrete playbook. Product cards must match reality down to the last specification — "misleading" is interpreted broadly. And deadlines for complaint replies and exchanges deserve the same rigid control as shipping: these are legal deadlines, not courtesy. Such deadlines are a textbook job for an AI agent: in 1Cifer it opens a task with a due date for every complaint, nudges the owner and reports to the manager if the reply never went out.
